Landesbanken are regionally organized, state owned banks unique to Germany, with wholesale banking being their main business. Savings banks, or Sparkassen, are also regionally organized and state owned, primarily operating as commercial banks. As of 2019, 386 Landesbanken and savings banks offering payment services to non-PSPs in Germany.
