The index for residential building permits in the 27 European countries has declined markedly since 2005. In 2023, the index value amounted to 72.5 index points, down from 100 in 2021, the baseline year, and 160.2 index points in 2006, when the most residential building permits were issued. The index is calculated based on the square meters of useful floor area that received a building permit.
