The number of people underemployed due to insufficient hours worked increased significantly due to the COVID-19 pandemic. In the third quarter of 2021, approximately 7.8 million people were underemployed. By the second quarter of 2024, this number had fallen to less than 5.1 million.

A worker is considered to be underemployed due to insufficient hours worked if he or she meets the following four conditions:
The person is 14 years and older;
Have worked less than 40 hours in a week;
Would like to work more hours;
Was available to work more hours.
