According to a 2019 survey, insufficient training is the most common reason that K-12 teachers in the United States choose not to use digital learning tools, with 56 percent of teachers surveyed stating this was a significant or extremely significant reason. A lack of reliable internet was the least common reason, with only 17 percent of respondents citing this.

Total survey respondents: 3,210 teachers, 1,163 principals, 1,219 district administrators and 2,696 students. Only students in grades 3-12 were surveyed.
The survey uses a broad definition of digital learning tools, including websites, apps, online tutorials, online games and videos or programs used to teach and support student learning and schoolwork.
Original question: "In your [school/district], some teachers may use digital learning tools in their class(es) more often than other teachers use them. How significant are each of the following reasons that some teachers in your school may choose not to use digital learning tools. (% Extremely Significant + % Significant)."
