According to the source, the data represent the population who are flexitarian at various degrees, including people who are vegetarian once every week, half time in a week or full time.

To ensure the survey was representative, survey data and responses were weighted against the demographics of Hong Kong’s population, including age, gender, occupation and monthly family income.
The most recent survey was conducted in December of 2018.
