Under China's strict vaccination regulations and a relatively low healthcare expenditure level, foreign vaccines have been facing hardships in tapping into the Chinese market. In 2019, about 7.2 percent of the approved vaccines in China were imported. Merck & Co (MSD)'s human papillomavirus (HPV) vaccines were the bestsellers in the country that year.
