According to the source: "Totals presented here relate to the number of measures documented by 31 December of the year in question. Other than 2018, this neutralises differences across years in the time to identify and document liberalising and protectionist measures. Therefore, 2018 data is likely understated and has therefore been left off the graph for clarity."
