On February 15, 2021 winter storm Uri brought unusually cold temperatures to the United States. In Texas, where the storm resulted in multiple power outages, oil & gas production was greatly impacted. Refining capacities were reduced by at least 2.6 million barrels per day, as of February 16, with nine refineries completely or partially shut down. An increase in flaring activity also led to nearly 340,000 pounds of air pollutants being released by Texas refineries in the week ending 19 February, 2021.
