Royal Decree-Law 1/1998 of 27 February, on common infrastructure in buildings for access to telecommunication services, imposes the obligation to install an infrastructure
common telecommunications (ICT) in all new construction buildings (or integral rehabilitations) in horizontal property regime. The installation costs of this infrastructure must be included in the total cost of the construction. To obtain a building license, it is necessary for the promoter to present an ICT project in the Town Hall, together with the corresponding architectural project. In addition, in order to obtain the license of first occupation, it is necessary to have submitted telematically before the Provincial Telecommunications Inspection Headquarters of the Ministry of Industry, Energy and Tourism, a second copy of the aforementioned project, as well as the installation bulletin (final bulletin of construction) and the testing protocol, which are indicative that the installation has been carried out and works properly.
