About 69 percent of Muslim respondents thought that the consumption of beef was a personal choice and should not be objected to, while only 31 percent among Hindus agreed during the survey period.

The BJP, the ruling party, believed that cows need to be protected because they are considered holy by the country's majority Hindu population. As of June 2017, about 18 states had already banned slaughter of cattle, although beef is consumed by millions of Indians, including Dalits (economically backward class), Muslims and Christians. There have been sporadic attacks and killings in various parts of the country on individuals and families by vigilant cow protection groups based on alleged reports of beef consumption.
