Figures are as of September of each year and describe full-time equivalent (FTE).

Source adds the following:
Since 2009: Staff only include those in NHS Trusts and CCGs in England. These data relate to the HCHS workforce directly employed in NHS Trusts and CCGs, who are paid for activity. 
Since 2015: categorization of Trusts and staff groups has changed, therefore restricting comparability with previous publications.
