Based on a maximum value of 30 (the state being the least free) Finland and Sweden scored 25, followed by Ireland (15). Spain received a score of zero, making it one of the most liberal country in the EU regarding alcohol consumption. In Spain there is no statutory closing time for bars and there are no governmental prohibitions on alcohol promotions.

Statutory closing time in the on-trade (forced closing time/ stop serving alcohlo = 10 points; arbitrary closing time = 0 points). Drink driving limit (drunk driving limit at 0.02% or lower of blood alcohol concentration = 5 points). Ban on promotions: ban on the sales promotions such as happy hour or two-for-one deals (no restrictions = 0 points; partial restrictions = up to 9 points; full ban = 10 points).
