School leavers are considered to leave without a certificate when they leave during the junior classes of secondary education (years 1 and 2, HAVO and VWO year 3, and LWOO and VMBO year 3 and 4). LWOO: learning supported education VMBO: preparatory middle-level vocational education HAVO: higher general continued education VWO: pre-university secondary education."
