The source explains that persons who apply for a regular residence permit are not asylum seekers, but foreigners coming to work or study in the Netherlands. Non-Dutch nationals that are not EU or EER citizens wishing to stay for over 3 months in the Netherlands need a residence permit.
The source defines family reunification as the act of reuniting family members with family members who already immigrated to the Netherlands, with the purpose of living together in the Netherlands. This includes partners and children under the age of 18. Family formation means that a partner moves to the Netherlands with the purpose to marry or live together with a partner already living in the Netherlands, but with whom he or she had not lived with before.
