In 2019, the overall share of households in European Union (EU-28) that had access to a broadband internet connection was 89 percent. This constituted an increase of three percent in comparison to the previous year and an increase of 28 percent over the last 10 years. The EU-28 thereby boasted in 2019 the same percent of households connected to broadband internet as the EU-27 did in 2020 a year later.

The availability of broadband is measured by the percentage of households that are connectable to an exchange that has been converted to support xDSL-technology, to a cable network upgraded for internet traffic, or to other broadband technologies. It includes fixed and mobile connections.
Data given in this domain are collected annually by the National Statistical Institutes and are based on Eurostat's annual model questionnaires on ICT (Information and Communication Technologies) usage in households and by individuals. The model questionnaire changes every year. The changes of questions in the MQ are required by the evolving situation of information and communication technologies. The household survey comprises questions at household level and individual level.
