Under the Greening Government Commitments (GGCs), central government departments are required to achieve certain reductions against baseline figures. According to the source, the refurbishment of the department's London HQ site and a scheduled replacement of ICT equipment lead to unusually high levels of waste. As a result of these one-off activities the DECC was unable to meet their waste reduction targets under the GGCs.
