With an average score of 3.4 (5.0 being the highest), the conditions were perceived to be slightly better for promoting an entrepreneurship and starting a
business, that is, the stand up and start up phases compared to the scale up phase of the entrepreneurship life
cycle.

* The conditions were evaluated on a scale ranging from 1 to 5, with 1 for very unfavourable; 2 for somewhat unfavourable; 3 for neutral; 4 for somewhat favourable; 5 for very favourable.
The three phases of the the life cycle of an innovation driven entrepreneurial venture – stand up, start up and scale up - are defined by the report Fostering Innovation-Driven Entrepreneurship in Europe in the following manner:
Stand up – Promoting the attitudes and skills required to mobilize Europeans with both the desire and the ability to create scalable entrepreneurial ventures.
Start up – Gathering the resources to start a business, with a particular focus on access to capital for entrepreneurs across the European Union.
Scale up – Enabling ventures to scale, with a particular focus on collaborations that simultaneously improve the innovation capacity of all partners to create growth and
jobs across the region.
