Private and commercial non highway use includes the following categories: agriculture, aviation (without jet fuel), industrial and commercial, construction, marine, and miscellaneous.
A complete and uniform classification of non highway use is not possible due to differences among the states as to what classes of non highway use are eligible for exemptions or refunds and because some eligible refunds are not applied for. In order to make the data uniform and complete, non highway uses of gasoline were estimated by the Federal Highway Administration or data were obtained from other sources.
