In 2023, there were a total of 215,600 foreign residents in Israel. This included 108,400 foreign workers, 52,900 students, accompanying persons, volunteers, and clergy, and 30,500 people with their children, who illegally crossed the Egyptian border. Additionally, there were 23,800 tourists without a valid visa.

Since 2022, CBS includes foreign residents in Israel's population estimates. This report highlights their demographic characteristics, geographic distribution, and purposes for staying in Israel.
'Foreign residents' refers to individuals who entered Israel since 2008 with a foreign passport and stayed legally in 2023, as well as illegal tourists whose permits expired but remain in the country.
'Infiltrators' refers to foreigners who entered Israel illegally through the Egyptian border and were later found either at the border or inside the country.
Data excludes foreign workers who became undocumented, and tourists from developed countries without valid permits.
