As of January 1, 2024, there were around 22.47 million driving licenses for passenger cars in Germany. In the timeframe under review, the number has increased year-on-year. This was also true for 2024, when the number of licenses increased by roughly 900,000.
According to the source, not all driving license holders are registered in the Central Driver's License Register (ZFER), but only those who have held the card driving license issued since January 1, 1999. Driving licenses of drivers who still have a paper license are therefore not included in the statistics.
