As of December 2023, the large majority of U.S. nursing homes did not meet the minimum hours per resident day (HPRD) of the federal staffing mandate. The staffing requirement specifies 2.45 nurse aide hours per resident day (HRPD), 0.55 registered nurse HPRD, with 3.48 over HPRD. For-profit nursing homes were least likely to meet the staffing requirement compared to non-profit and government nursing homes.

The source adds: "RN = registered nurse. 0.55 RN HPRD = 33 minutes of RN care per resident per day and 2.45 nurse aide HPRD = 147 minutes of nurse aide care per resident each day. The rule also requires nursing facilities to have an RN on duty at all times, but that requirement is not accounted for in this analysis."
