In 2023, the direct care nursing expense in skilled nursing facilities (SNFs) amounted to 43.6 billion U.S. dollars. However, to satisfy the new staffing mandate, an estimated additional 5.8 billion U.S. dollars was needed. Nursing expense has increased in the past five years, especially due to contract labor.
New CMS regulations mandate that SNFs that receive Medicare or Medicaid funding, must provide at least 3.28 HPRD, with a minimum of 0.55 HPRD from RN and 2.45 HPRD from nurse aides.
