Between 2019 and 2022, it was reported that roughly seven in 10 adults in Estonia and Latvia had information literacy. This refers to the ability to verify the reliability of information, get information about goods or services, or read or download newspapers. Furthermore, around 50 percent of Latvians and Lithuanians reported having communication and collaboration skills, including sending messages with attached files, making calls over the internet, participating in social networks, and taking part in consultation or voting via the internet.

"Communication/collaboration refers to the average of the following activities: sending messages (e.g. email, messaging service, SMS) with attached files; making calls over the Internet; participating in social networks; and taking part in consultation or voting via Internet.
Information/data literacy refers to the average of the following activities: verifying the reliability of information; getting information about goods or services; reading or downloading newspapers, etc.; and seeking health-related information.
Problem solving refers to the average of the following activities: finding, downloading, installing and configuring software; connecting and installing new devices; transferring files or applications between devices; electronic financial transactions; doing an online course; and purchasing or ordering goods or services."
