In 2023, the two largest cities in Germany, Berlin and Hamburg, had a housing shortage. That means that there were less housing units added to the stock than new households formed in those city-states. The southern states of Bavaria and Baden-Württemberg had the largest housing shortage in 2022 and 2023.

The figures were calculated by Statista using data from Destatis as the difference between two figures:
Net additions to housing stock: calculated as the number of units in the housing stock in a given year minus that number in the previous yearthat year.
Households fromed: the number of families formed that year was calculated as the total number of families in a given year minus the number of families in the previous year.
