As of the end of March 2023, 93.5 percent of passenger facilities, such as train stations, bus terminals, and airport terminals in Japan with high traffic, had eliminated level differences to allow for smooth movement, making them barrier-free in this aspect. In other aspects, such as in tactile paving for the visually impaired, most facilities were not yet equipped to the aspired standards.

Only train stations and bus terminals that have a daily average traffic volume of at least 3,000 persons, and passenger ship terminals and airport terminals that have a daily average traffic volume of at least 2,000 persons were considered.
