Italy: corruption risk by province 2023

Elaborated by the National Anti-corruption Authority, the corruption risk index in tenders measures the danger of illegal and dishonest procurement in local government. One indicates the greatest corruption risk, while zero the lowest possibility of illegal tendering processes. This danger is highest in the province of Crotone, followed by Matera and Ascoli Piceno. The first two municipalities are located in the southern part of Italy, wile the third in the center. Overall, five cities in the top-10 positions are located in the south.

For measuring the level of risk, the index considers up to 14 indicators which, according to the most recent literature, can trigger corruption episodes in public procurement for each of the 107 provinces. This includes most economically advantageous bids, cost and time variance, violation of the completion deadline, or the days between the award and deadline.

The risk threshold is set at the 75th percentile for each indicator. If a province's indicator exceeds that of the 75 percent of the provinces with the least risky value, then the province has a higher corruption risk for that indicator, i.e., it overcomes the 0.75 threshold.

The corruption risk value represents the ratio of the number of indicators which go beyond the 75th percentile threshold to the number of total indicators for that province.
