In a survey conducted in South Korea on emissions trading in 2023, almost 70 percent of respondents answered that restrictions on the amount of emission permits eligible for banking was a factor that affected the volatility of emission permit prices. The second-highest response was the restriction on the number of permits eligible for borrowing, at around 43 percent.
