As of March 31, 2023, the most common type of passenger vehicle on Japanese roads were mini cars (also called kei cars), comprising about 37.2 percent of Japan's car fleet. Mini cars have had large success in Japan, as their compact size is ideal for the limited space offered by narrow roads in crowded cities.

The Road Transport Vehicle Law defines light motor vehicles (LMVs) built since October 2008 as three- or four-wheeled automobiles with an engine displacement of 660cc or smaller not exceeding 3.4m in length, 2m in height, and 1.48m in width. Older vehicles follow slightly different regulations concerning displacement and size.
