In 2022, the number of recipients of unemployment benefit who experienced at least one monthly reduction in benefits (also referred to as a sanction) due to their capability to work in Germany, was 33,033 people. Following a ruling by the Federal Constitutional Court in November 2019, certain sanction regulations for breaches of duty were deemed unconstitutional, resulting in a significant decrease in the number of sanctions.

Recipients of benefits in Germany (according to German law in German known as SGB II) have traditionally been divided into two groups: those capable of work and those incapable of work. However, the method used to calculate these figures which has been used since 2005 no longer fully captures all aspects of SGB II benefits. This is particularly true for new forms of benefit provision, such as those for education and participation. Additionally, certain groups, such as children without individual entitlement to benefits, have gained importance over time. An improved categorization of these groups enhances the transparency of the SGB II basic income support figures.
