In 2023, most operators of essential services (OES) in the European Union said that cyber insurance contracts were negotiable as per the organization's needs. The proportion of OESs who were able to negotiate their contract, either partially or completely, stood at 61 percent. However, the share of OESs who were unable to negotiate their cyber insurance contacts stood at 39 percent.

Organizations that operate services deemed critical to the economy and wider society are called OES. These include crucial infrastructures such as water, transport, and energy, along with other significant services such as healthcare and digital infrastructure.
Respondents from the following European countries responded: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Portugal, and Romania.
However, only 10 countries had 10 or more respondents in this survey: Belgium, Bulgaria, Croatia, Czechia, Germany, Greece, Hungary, Luxembourg, Romania, and Spain.
