In 2023, most of the operators of essential services (OESs) pointed out that they rely on the insurance broker or on the insurance company to identify the right cyber insurance. The share of OESs that relied on brokers stood at 61 percent. Additionally, the share of OESs that directly got support from the insurance company while purchasing cyber insurance stood at 15 percent.

Organizations that operate services deemed critical to the economy and wider society are called OES. These include crucial infrastructures such as water, transport, and energy, along with other significant services such as healthcare and digital infrastructure.
Respondents from the following European countries responded: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Portugal, and Romania.
However, only 10 countries had 10 or more respondents in this survey: Belgium, Bulgaria, Croatia, Czechia, Germany, Greece, Hungary, Luxembourg, Romania, and Spain.
