In 2023, a high share of operators of essential services (OESs) in the European Union stated coverage in the event of loss as a result of a cyber incident as the main reason for having an insurance policy. The share of respondents stating coverage as the reason stood at around 46 percent. Other significant reasons included the requirement by law and the expertise of the insurer after and before a cyber incident.

Organizations that operate services deemed critical to the economy and wider society are called OES. These include crucial infrastructures such as water, transport, and energy, along with other significant services such as healthcare and digital infrastructure.
Respondents from the following European countries responded: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Portugal, and Romania.
However, only 10 countries had 10 or more respondents in this survey: Belgium, Bulgaria, Croatia, Czechia, Germany, Greece, Hungary, Luxembourg, Romania, and Spain.
