In 2023, the majority of the operators of essential services (OESs) in the European Union did not have cyber insurance. During that year, the percentage of operators of essential services that had purchased a cyber insurance policy stood at 26 percent. From a regional point of view, the cyber coverage was the highest in Western Europe, with 45 percent of OESs having it. On the other hand, Eastern Europe saw the lowest adoption of cyber insurance, at 12 percent.
