According to the 2023 Infrastructure Index, the United Kingdom, Sweden, and the United Arab Emirates had the best overall framework for sustainability and innovation of the 40 countries ranked in the index, with a maximum possible index score. The index ranks the attractiveness in countries based on nine different criteria, including economic status, political stability, and private participation. Germany topped the index in 2023.

The overall index score is given based on ranking of nine different criteria, which are weighted differently, in the 50 countries included. These are economic status (21%), political stability (15%), private participation (13%), infrastructure environment (10%), protectionism (10%), ease of doing business (10%), market size (9%), sustainability and innovation (6%), and tax environment (6%).
