The rate of return generated by state-owned investors (SOIs) worldwide ranged greatly for fiscal years 2022 and 2023. Many SOIs delivered moderate returns. KWSP delivered intermediate rates of return, having generated a rate of 5.4 percent in 2022 and six percent in 2023. Other SOIs, however, experienced large fluctuations in their rates of return. ATP, for example, delivered a negative return of 40.9 percent in 2022, which scaled upwards to roughly 13 percent in 2023.
