In 2022, the District of Columbia was by far the territory in the United States with highways in the worst condition. Meanwhile, over 51 percent of urban highways in Puerto Rico had pavement in poor condition, while that figure amounted to 40 percent in California. Alabama, Minnesota, and Indiana had the best urban highways.

Figures calculated by dividing the number of miles with an international roughness index (IRI) value of over 170 inches per mile as a share of the total reported highway miles. The Federal Highway Administration defines roads with an IRI index value of over 170 as being in poor condition.
