Rhode Island was the state in the United States with the highest share of rural highway miles in poor condition in 2022. Nevertheless, over 38 percent of the highways in Puerto Rico, although not a state, had pavement in poor condition. On the other hand, Georgia, Florida, and Nevada had the best rural highways in the United States.

Figures calculated by dividing the number of miles with an international roughness index (IRI) value of over 170 inches per mile as a share of the total reported highway miles. The Federal Highway Administration defines roads with an IRI index value of over 170 as being in poor condition.
