By the end of September 2023, there were about 35.2 thousand tax-free shops in operation in Japan's metropolitan areas, and around 21.4 thousand shops in regional areas. Expanding the number of tax-free shops was one of the incentives devised by the government of Japan to attract international tourists, to encourage shopping tourism, and to reinvigorate the countryside economy.
