According to a July 2023 survey, just over half of Spanish and Norwegian consumers reported that they would avoid traveling through low-emission mobility zones, should these be implemented near them. This was the highest rate among the countries considered. On the other hand, 38 percent of Italian respondents answered that they would avoid using these low-emission mobility zones under the same conditions.

Original survey question: "If such zones were set up near you, which solutions would you prefer?"
Results include respondents which selected the answer "I will avoid travelling
in these zones" when answering the survey question. Multiple answers were possible.
Respondents came from national samples from each country. The quota approach was employed to ensure that the sample was representative of gender and age.
* The survey was sent to 3,000 respondents in France and 800 respondents in every other country. The respondent count of 9,400 includes all respondents, though only those who think their vehicle will not be allowed in the low-emission mobility zones are included in the results. The source does not provide an exact respondent count for this subset.
