In 2023, about 60 percent of surveyed citizens in Seoul, South Korea thought that there was a low level of awareness among shared personal mobility device (PMD) users. Users of such devices without the appropriate license were another perceived problem, with more than 55 percent of respondents answering that way.

Personal mobility devices (PMD) refer to electric vehicles that do not continue to supply additional electricity when raiding at speeds over 25 kilometers per hour and weigh less than 30 kilograms. Some examples are electric bicycles, electric scooters, and segways.
