- Financial attractiveness: cost of labor and infrastructure (25 percent)
- People skills and availability: quantity and quality of the talent pool (25 percent)
- Business environment: political, economic, regulatory, and cultural aspects that affect the ease of doing business (25 percent)
- Digital resonance: digital skills of the labor force and digital outputs of business activity (25 percent).
