The level of investment by state-owned investors (SOIs) varied throughout the six-year period between 2018 and 2023, totaling almost 160 billion U.S. dollars in 2018. Total investment levels then peaked in 2022 before falling to just below 200 billion U.S. dollars in 2023. The Gulf Cooperation Council, or GCC, saw a sharp increase in investments from 2021 to 2022, roughly doubling their portion. Despite this sharp jump, the levels remained relatively stable, resting at approximately 76 billion U.S. dollars in 2023.
