In the school year 2021/2022, 43 percent of at-risk youth that were enrolled in one of the state youth development units in Israel were aged 16–17 years. This age group accounted for the majority of enrolled youth at risk. Following closely were those aged 18–19 years, with a share of 38 percent. Only two percent of the youths enrolled in the programs were between the ages of 12 and 13.

Youth development units serve young people who have dropped out of the education system and are not enrolled in formal education; young people who have been removed from their homes by court order and are studying in special settings (such as prisons, detention centers, youth shelters, and emergency centers); and at-risk youth - students referred to receive support and educational-therapeutic services in local government youth development units.
