According to a survey of school students aged 16 years old in Europe in 2019, 20 percent of respondents in Estonia had tried e-cigarettes when they were aged 13 years or younger, with 2.3 percent daily users at this age. In the other Baltic countries, e-cigarette use was also reported to be high among young adolescents.
