In September 2023, former Speaker of the House Kevin McCarthy's initial bill to fund the federal government was rejected by the House of Representatives. In an attempt to stave off a government shutdown, McCarthy proposed a new bipartisan bill, which gained House approval. Nevertheless, several far-right Republican representatives expressed discontent with McCarthy's bipartisan approach, leading to the successful motion to remove him from his position as Speaker of the House on October 3. This was the fist time in U.S. history that the House of Representatives has voted to remove its Speaker. In the weeks following, there have been a number of GOP nominations for speaker. In order to secure the position, nominees require all 217 Republican votes.

According to an October survey, Americans were divided on whether they preferred a speaker of the House who compromises to get things done. More than half of surveyed Republicans preferred to have a speaker who sticks to their principles, compared to 23 percent of Democrats.
