Between June and September 2023, Germany had the highest mean number of Tor network users who connected directly, without using undisclosed servers that provide access for blocked users. With over 2.2 million mean daily users, the country ranked ahead of the United States, which had approximately 580 thousand mean daily users. Finland followed, with around 101 thousand users.
