The global average carbon dioxide emission factor decreased by 0.5 percent in 2023. The carbon factor is measured by the CO₂ emissions produced per metric ton of oil equivalent energy consumed (tCO₂/toe). France observed one of the largest annual carbon factor reductions in 2023, at 14.7 percent. In contrast, the carbon factor in Kuwait increased 42.6 percent. The carbon factor in several European countries increased in 2023, primarily due to increased coal-fired power generation and reduced nuclear generation.
