Among candidate countries and potential future candidates for membership of the European Union, Georgia is the state with the highest quality of its government's regulatory capability. On the other hand, Turkey, Bosnia and Herzegovina, Kosovo, and Ukraine all perform poorly in this measure.
Government capacity and regulatory quality is a key indcator of how well these countries will be able to adapt to being members of the European Union, with candidate countries required to transpose a large amount of EU regulations into national law before they are allowed to join the union. One of the key conditions of the Copenhagen criteria - the conditions which must be fulfilled before a country can join the EU - is administrative and institutional capacity.

(scale from -2.5 to 2.5)
Regulatory quality captures perceptions of the ability of the government to formulate and implement sound policies and regulations that permit and promote private sector development. The measure ranges from a negative score of -2.5 to a positive score of 2.5.
Countries with blue bars are official candidates for membership of the European Union.
Countries with grey bars are not official candidates, but have been identified by the European Commission as potential future candidates.
*Kosovo's independence is not recognized by five EU member states and its sovereignty is disputed by Serbia.
