Carbon dioxide emissions from passenger ships entering and leaving European Economic Area (EEA) ports increased seven percent in 2023, compared with 2021 levels. Passenger ships were the only vessel types to report an overall annual increase in emissions in 2023. Emissions from passenger ships within EU territorial waters plummeted more than 80 percent in 2020 due to the outbreak of COVID-19 and its considerable impact on the cruise industry. CO₂ levels from these vessels rebounded sharply in the following years.
A considerable increase in LNG carrier emissions was also observed in 2022, at 58 percent. This growth was mainly driven by Europe's increased reliance on seaborne LNG imports following Russia's invasion of Ukraine. However, 2023 saw a year-on-year reduction of 12 percent.

Based on emissions of the EU MRV fleet. EU-MRV is an EU regulation on the monitoring, reporting, and verification of carbon dioxide (CO₂) emissions from maritime transport entering and leaving European Economic Area (EEA) ports when transporting goods or passengers for commercial purposes. For example, EU-MRV covers emissions from a ship that goes from Rotterdam to Shanghai and the emissions produced when a ship sails from Shanghai to Rotterdam. However, this excludes emissions if a ship makes a stop at another port outside the EEA for cargo or passenger operations. In this scenario, only emissions from the last leg will be reported.
