As of 2023, there were roughly 4,800 state-owned investors (SOI) in the gulf cooperation council (GCC) region. The largest number of SOIs in this region were located in the UAE. The vast majority of these SOIs were in the capital city of Abu Dhabi. Bahrain was home to the lowest number of SOIs.
